The scene fades in on the outside of a large TV station called “Channel 61.” We see two armed guards at the front gate before the camera moves to the top of a nearby manhole cover. The cover starts to turn and is lifted up, bringing us to a closeup of a woman with binoculars. We switch to a first-person perspective just as her binoculars are zooming in on the armed guards.

Garrus: What do you see?

Tori: Two armed guards stationed at the front gate.

Garrus: Vulture?

Tori: No. No insignia.

Garrus: This should be easy, then.

Tori: I wouldn't bet on that.

Tori moves the cover and climbs up to the street, Garrus and Kragen behind her as they stay crouched down and take cover behind a steel fence leading into the TV station.

Tori: We could climb up the side of the building. Cut the glass all cat burglar like.

Garrus: Or we can take out those guards. They'd never expect us to come in through the front.

Tori: You looking to bust some heads, Garrus?

Garrus: The thought had occurred to me.

Kragen: Look.

Tori took another glance through her binoculars and saw one of the guards with a finger to his ear like he was communicating to someone.

Tori: Looks like they have some kind of radio.

Kragen: Dispatch.

Tori: They're equipped with fully automatic weapons, too.

Garrus: They're pretty well equipped for TV station security.

Tori: If we take out those guards dispatch will have more on our asses in a heartbeat.

Garrus: So much for that idea. We'll go with your plan.

Tori: I promise we can crack some skulls later, Garrus. Right now we have a message to broadcast.

Garrus: Looking forward to it.

Tori: Come on, we'll use the fence as cover.

The three walks along the fence and over to the side before climbing it, carefully getting over the barbwire at the top and dropping down quietly. They approached the side wall and begin scaling up side by side and whispering to each other.

Tori: I feel like Ezio.

Garrus: I always took you for more of a “Cole MacGrath” type.

Tori: Is that because of my electric personality?

Garrus: Yeah, we'll go with that.

Kragen: Noise.

Tori: Sorry.

Garrus: How much farther up do we have to climb?

Tori: June said their news studio is right near the top.

Garrus: It's a shame we couldn't drop from a helicopter.

Tori: We would have been shot down by now. Vulture has had the whole airspace under heavy surveillance since a certain blue vampire went roof jumping.

Kragen: True to the name.

Garrus: Why did they have to make this thing so big?

Tori: Everything's bigger in Isafaro, Garrus.

Kragen: Compensating.

Tori: Laughs quietly. Not while I'm climbing. Cuts a big enough hole into the window and climbs in, helping Garrus and Kragen in after that. Time for me to go April O'Neil on this bad boy.

Garrus: You do have the hair for it.

Tori: Either of you know where I can find a bright yellow jumpsuit?

Kragen: Not if you want to live.

Tori: You're a poor sport, Kragen. Okay, Garrus, you keep watch. Kragen, place this inside one of the cameras and then look for any exits we might use. Hands a tape to him. We won't have time to climb back down in a pinch.

Kragen: Nods and takes the tape.

Tori activates the controls bringing light to the studio while Garrus opens the main entrance partly and points his gun through the crack to watch the hall and Kragen slips the tape into one of the camcorders before slipping off to search the rest of the room.

Tori: Get ready, guys. Once I broadcast that's going to alert the whole building to our position.

Garrus: We're ready when you are.

Tori: Broadcasting in five. Jumps over the controls and makes a run for the stage. Four. Jumps over the news table. Three. Lands in the seat. Two. Silently mouths out one. Good morning, Isafaro!

Cut to: The outside where Tori's face can be seen on the skyscrapers all over the city.

Tori: We break up your regularly scheduled program to bring you the truth. I know “truth” is a dangerous word to use in news, but it still exists.

Return to the inside of the studio.

Tori: To be more specific, the vulture in the sky is lying to you.

Tori's imagery is replaced by General Vulture and Isafaro's researchers experimenting on soldiers, turning them into zombies, having them mutate, and turning other soldiers into cyborgs.

Tori: I know you're scared, but you don't have to be. We're a resistance growing in number everyday. Sector Four, the liberated sector they tell you is only filled with murders, rapists, and thieves, are actually victims who are fighting back. This is not how a civilization is supposed to live. We deserve better than this. You deserve better than this. Stand up and take back your city–!

Tori's face is covered by a human eyeball.

The Illuminati: We are experiencing technical difficulties. Please stand by.

The signal being broadcast turns to static.

Tori: Dammit! I've been cut off.

Garrus: That's probably for the best. We have company coming this way. Garrus open fires on a couple of foot soldiers drawing near forcing them to take cover around the corner.

Tori: Kragen, please tell me you have some good news.

Kragen: Stairs in the back lead to the roof.

Tori: The roof? How is the roof supposed to help us?

Kragen: Better than here.

Garrus: We'll have to jump the rooftops. Open fires on more soldiers.

Tori: What about the vents?

Kragen: Too small.

Tori: Garrus, how's that hallway looking?

Garrus: There's no cover out there. We'll be sitting ducks.

Tori: Rooftop hopping it is. Let's move!

Garrus: Forces the enemy back with a few more shots before closing the door and barricading it.

The trio flees up to the rooftop of the building to see helicopters closing in in the distance.

Tori: Hurry!

Kragen and Garrus jumps to the next building first and waits for Tori.

Tori: Looks over the ledge to see how much distance there is between the two buildings. Okay, okay. How hard can it be, you just climbed up all these stories. It's just like hopping out of bed. Hopping out of bed if one misstep meant falling to your death.

Garrus: Come on!

Tori: Fuck it! Leaps across to the next building and hangs onto the ledge having Garrus and Kragen help her up. That wasn't so bad.

Helicopter Pilot: Shines a light on the three. This is the Isafaro military. Drop your weapons and surrender yourselves.

Tori: I like how he talks as if we'll comply.

Helicopter Pilot: Charges up the main gun.

Tori: Run!

The three run across the roof while bullets rain on them from above. They roll out of the way of the gunshots and make it behind cover as the chopper hovers over them.

Tori: We're never going to make it back in one piece in the air. We need to get back down to the sewers.

Garrus: Takes out a small, flat explosive. If I can get close enough to the chopper I can set this off. The smoke from the explosion should give us enough time to make it back to the ground.

Tori: Go. Kragen and I will cover you.

Garrus runs out from behind cover towards the helicopter, Tori and Kragen shoot at the helicopter to distract the pilot. Just as Garrus gets close enough he throws the explosive that sticks on the side of the chopper.

Garrus: Goodnight. Sets off the explosive causing an explosion to erupt in the air as the helicopter falls down to the ground killing the pilot.

Tori: Woohoo!

Kragen: Shoots a grappling hook into a lamppost below and attach a zipline to it.

Garrus: Reaches the others. Why didn't we use this to climb up the TV station?

Tori: Let it go, Garrus.

The three zipline down to the street during all the commotion and uncover another manhole cover, dropping down into the sewers to escape the authorities.

We move to a closeup of Tori's face during the broadcast.

Tori: We deserve better than this. You deserve better than this. Stand up and take back your city–!

Alexander: Freeze frame.

The image freezes in place.

Alexander: She didn't even have the sense to hide her face. You know her?

The camera switches to General Vulture who was staring at the holographic image. A small monitor descend from the ceiling of the room with a picture of an eye in a pyramid on it.

The Illuminati: Captain Tori Jacobs, former Isafaro military. Drafted at eighteen, finished training at twenty-one, first major accomplishment came with the defense of Isafaro Outpost 3354 to Jherrazad forces. Second major accomplishment–

General Vulture: That's enough.

The Illuminati: General.

Alexander: She defected to the terrorists' camp?

General Vulture: Seems so.

Carari: Smoke drifts across the air from her cigarette as she pressed off the wall she was leaning on. Taking her cigarette between her middle and index finger and removing it from her lips. My men did the best they could to remedy the situation, but an official response from the Vulture would be best.

General Vulture: Your news studio is on the top floor, is it not, Ms. Grey?

Carari: Yes, Sir.

General Vulture: Then perhaps you'd like to tell me how she made it to the top floor without ANY of your men seeing her?

Alexander: She couldn't have taken to the air. Our people didn't find her until well after the broadcast was made.

Carari: We suspect she took the sewers route. There's an opened manhole not far out from the gate.

Alexander: That couldn't have been a fun endeavor.

General Vulture: Show satellite imagery.

The Illuminati: Shows pictures of Tori, Kragen, and Garrus on the roof of the TV station.

Alexander: Interesting group.

General Vulture: I want everything there is to know on these men. We can assume they're resistance members. I want security increased to all our remaining broadcasting stations. Issue an official statement that the footage shown has been doctored as propaganda.

The Illuminati: At once, General. Screen fades to black.

Carari: I assure you that I will do everything in my power to make sure this never happens again.

General Vulture: See that you do. Looks over to Alexander. I want a team sent into the sewers. If they're using them to travel they may lead us back to Sector Four.

Alexander: The place is crawling with mutations. I'm amazed they were even able to traverse it.

General Vulture: Then send our best men.

The door slides open and Drake, Ayanna, and Zach enter the room.

Carari: Speaking of best men.

Ayanna: You called us, General?

Drake: Smiles at Carari and takes her hand to kiss it. Carari Grey. You look even more amazing in person than you do on the big screen.

Carari: Smirks. Drake White. A pleasure.

Drake: I assure you the “pleasure” is all mine.

Ayanna: Stares at Drake.

General Vulture: Enough pleasantries. Take a look at this.

The trio glance at the holographic image of Tori.

Drake: Whistles lowly. Who's the fox?

Alexander: Tori Jacobs, a former Isafaro soldier before defecting to the terrorist group in Sector Four.

Drake: Why are the good looking ones always evil?

General Vulture: There are three in total.

The holographic image switch back to the satellite imagery.

General Vulture: Do whatever you wish to the men. The only one I want back alive is the girl. I wish to make an example out of her.

Drake/Ayanna/Zach: Yes, Sir! Salutes.

The camera close in on Vulture's face before the scene fade to black.
